I had problems with the P&G 2 weeks ago. Same as you, and when I spoke to the Manager he told me it had to be done in 1 transaction. I haven't had to do this before. Sure enough we redid the transaction all together and the ecbs printed out. I'm just guessing that that's the way the deal was programmed.
