I believe CVS does, but ymmv. Now that they have "clipless" coupons, they don't really have that problem anyway. And I have had target do that too, but that was a while ago. Wally world is the closest big box to me, and they don't do store coupons.
The thing with store coupons is that they are the store discount anyway - so the store is out that money - and with the coupon they get reimbursed and a little more, and they keep you happy and keep you coming back.
